until 11:00 a.m. local time, Thursday April 2, 2020, for the Great Western Trail Improvements Project.

Bids received after this time will not be accepted and will be returned unopened.

At said place and time, and promptly thereafter, all bids that have been duly received will be publicly opened and read aloud via Zoom meeting. All interested parties are invited to attend online meeting.

The Project is to be substantially complete in 180 calendar days, and finally complete in 180 calendar days from the date of the Notice to Proceed.

The Work of this Contract consists of constructing a 10-foot wide stone trail along the Great Western Trail Right of Way from Sta. 68+00 (approximately 0.8 miles west of WCR 27) to Sta. 379+75.53 (WCR 37 Cheyenne Ave. in Eaton) and other miscellaneous earthwork, culverts, drainage and bridge improvements.

Bids shall be a combination of lump sum and unit prices per the Bid Form.

Bid Documents (hard copy) for use in the preparing and submitting a bid will be available by request only. Allow one (1) business day to assemble bid documents. Documents will be available for pick up at the Windsor Town Hall, 301 Walnut Street. Cost for said bid documents will be $60.00. Deposit for Bidding Documents is non-refundable.

An electronic copy of the bid documents can be requested by submitting a Bid Request Form, there is no cost associated with electronic bid documents. This form along with the plans, the bid schedule, and the measurement and payment are currently available on the Town’s Web Site in the Bids & RFPs page, which is located under the Business heading.

A pre-bid conference will be held at the Windsor Town Hall, 301 Walnut Street, Windsor, CO 80550 on Tuesday March 24, 2020 at 1:00 pm, local time, followed by a tour of the project corridor. All interested general contractors are encouraged to attend; no questions received after this meeting will be answered, unless the bid date is extended by an addendum.

Special Requirements:
This Project is being funded by a Transportation Alternative Program (TAP) Grant and shall have Davis Bacon Wages. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of the race, color, religion, sex, or national origin.
The Town of Windsor has determined that Underutilized Disadvantaged Business Enterprises (UDBEs) will participate by contracting for a part of the work of this Contract. The contract goal for participation in this Contract by certified DBEs who have been determined to be underutilized has been established as three (3%) percent.

Completed CDOT Forms 606, 1413, and 1414 must be in the bidder’s bid package. Bid packages without these forms will not be accepted by the Town.

Each Bidder shall file with his Bid an acceptable Bid security in the form of a bidder's bond in an amount not less than five percent (5%) of the total Bid in accordance with the Instructions to Bidders.

On the day of the bid opening, the apparent low bidder will be given the following forms:
- CDOT Form 605, Contractors Performance Capability Statement,
- CDOT Form 621, Assignment of Antitrust Claims,
- CDOT Form 1415, Commitment Confirmation,
- CDOT Form 1416 DBE Good Faith Effort Documentation (Only if DBE goal is not met).

These forms need to be returned to the Town of Windsor within five calendar days of selection as the lowest apparent bidder.

The Bidder to whom a Contract is awarded will be required to furnish a Performance Bond guaranteeing faithful performance and a Labor and Material Payment Bond guaranteeing payment of all debts arising out of the Work.

No Bid may be withdrawn for the period of time after the date Bids are opened which is specified in the Bid Form.

Owner reserves the right to reject any or all Bids, to waive any informalities or irregularities therein, and to reject nonconforming, non-responsive, or conditional bids. The decision of the Owner shall be final.
