Alleged Assault Suspect Taken Into Custody after Barricading Inside Windsor Residence

WINDSOR, Colo. – At approximately 2:26 a.m. on Thursday, Nov. 2, 2023, the Windsor Police Department responded to a report of a disturbance in the 700 block of 2nd St. near Chestnut St. Upon arrival on scene, officers met with alleged victims, who said they had been assaulted inside a residence. The alleged suspect, 44-year-old Keith Lubaski, barricaded himself inside the residence for several hours and refused to surrender.

Weld County Regional SWAT was called in to assist and negotiators were in contact with Lubaski while he remained in the residence. Lubaski was eventually taken into custody at around 10:45 a.m.

Chestnut St. between 1st St. and 3rd St. as well as 2nd St. between Chestnut St. and Garden Dr. were closed and a shelter-in-place order was issued to residents in the area. While the shelter-in-place order has been lifted and all streets have been reopened, the area remains active with law enforcement while the investigation is ongoing. 

Lubaski has been charged with the following:

  • CRS 18-3-204, Assault in the Third Degree, Class 1 Misdemeanor, 2 counts.
  • CRS 18-3-206, Menacing, Class 1 Misdemeanor.
  • CRS 18-6-401, Child Abuse – Knowingly/Recklessly Cause Injury, Class 1 Misdemeanor.
  • CRS 18-6-800.3, Domestic Violence.

The charges are merely an accusation and the defendant is presumed innocent until or unless proven guilty. Anyone with information relating to the investigation is asked to contact Det. Thomas Olsen at 970-674-6400.
