VIrtual Town Hall
The Administrative Services Department is comprised of the Town Clerk, Human Resources, Communications, Information Technology and Customer Service.
Before visiting Town Hall, residents and business owners are encouraged to take advantage of Windsor’s virtual service options such as calling Town Hall staff, sending an email or using the town’s website to conduct business virtually. Payments by check—whether it is sales tax related, a water bill payment, a building permit fee or a municipal court ticket—can continue to be mailed to the Town Hall or placed in the Town Hall Drop Box, located on the west side of the building at 301 Walnut St.
Residents or business owners who need to meet with staff outside of customer service functions will need to make an appointment. Masks will be required for all scheduled meetings and whenever entering a town facility. Customer Service staff continue to monitor the phone line, Monday through Friday, 8 a.m. to 5 p.m., and can be reached by calling 970-674-2400.
Utility bills can be paid online at windsorcoutilities.merchanttransact.com using the account portal system. Payments can be made over the phone by calling 970-674-2400 during normal business hours. Visa, MasterCard, American Express and Discover are accepted.
There are two options to pay by check. Mail it to: Town of Windsor, 301 Walnut St., Windsor, CO 80550. Payments can also be placed in the outdoor secure drop-box on the west side of Town Hall. Cash payments are not accepted via mail or at the drop-box.
The Municipal Court Clerk can be reached during normal business hours at 970-674-2421. Additional information about court is posted at windsorgov.com/1280/Modified-Municipal-Court .
Town Scheduled Programs / Meetings

Online Permit Application
The Town accepts online building permit applications.
In addition to accepting applications for project permits such as re-roofing, siding, windows, furnace, etc., the Town will now be accepting new home, commercial and industrial permits online. We appreciate your patience as we roll out this new service to provide safety and convenience to our customers.
To start the process, email email@example.com or Windsor@SAFEbuilt.com the following: Your Company Name (if applicable), your first and last name, address/company address, contact phone number, and email address. Please indicate in the email if you would like the ability to apply and pay for permits online. A personalized login will be created and instructions on how you can access to the Community Core system will be emailed to you.

The Greeley-Evans Transit (GET) temporarily suspended Poudre Express services.
Public Services Department
The Public Services Department is comprised of the Public Works and the Parks, Recreation and Culture Departments.
Water Meter Inspections or maintenance inside of homes is suspended, unless there’s an emergency (i.e., meter broke and basement is flooding).
Yokes are now housed at Public Services. The permit holder can pick it up at the Public Services building from 8 a.m. to 12:30 p.m. and 1:30 p.m. to 3:30 p.m. Identification of person picking up the yoke must be shown at time of pickup.
Individuals must notify Kim Johnson at 970-674-5400 of their intent to pick up a hydrant meter. A 24 hour notice is required. Meter pickup is from 7 a.m. to 12:30 p.m. and 1:30 p.m. to 3:30 p.m. The individual picking the meter up must complete the online form prior to pickup. Payment must be made via check.
Art & Heritage Center

Town of Windsor Museum
The Windsor History Museum is open Saturdays, 10 a.m. to 4 p.m. Stop by the historic Train Depot during museum hours, call the Town of Windsor Museums at 970-674-3502, or click here to sign up electronically to schedule a visit.
Community Recreation Center
The Community Recreation Center is open for reservation-based admittance. and personal training sessions. Call the Community Recreation Center at 970-674-3500 for details.
Memberships that are on auto-debit are currently on hold, and we are not collecting funds until July 6, 2020. The Windsor Community Recreation Center will offer refunds per its policy.
Parks, Recreation & Culture Events & Programs
Due to the uncertainty of restrictions on gatherings and the challenges that come with enforcing social distancing, Windsor Parks, Recreation & Culture events have been canceled through June 2020. We expect to know more about major events and state-wide provisions regarding distancing measures in early July.
Parks, trails and open spaces remain open. To access a list of trailheads for the Poudre Trail, visit Poudretrail.org. Or, check out the new Kyger Trail and Open Space located on the northwest corner of County Rd. 13 and Highway 392.
Pickleball courts and tennis courts are open beginning Saturday, May 23. Please practice the recommended social distancing guidelines while on the court.
- The Movie in the Park on June 12 is cancelled.
- Refunds will be issued in accordance with the existing refund policy.

Business License / Sales Tax Payments
The Business/Sales Tax License Application is a dual-purpose license that includes both the Business License and the Retail Sales Tax License. Download and complete the application and include a check. Mail it to: Town of Windsor Business License Division, 301 Walnut St., Windsor, CO 80550. Payment can also be placed in the outdoor secure drop-box on the west side of Town Hall. Cash payments are not accepted via mail or at the drop-box.
The Town of Windsor does not offer an online payment option for sales tax payments. Businesses can download and complete the Town of Windsor Sales Tax - Standard Return 3.95% (Sales Tax Return Instructions ) include a check for payment, and mail it to: Town of Windsor Sales Tax Division, 301 Walnut St., Windsor, CO 80550. Payment can also be placed in the outdoor secure drop-box on the west side of Town Hall. Cash payments are not accepted via mail or at the drop-box.
